“The BPSS Programme is the Civil Nuclear Constabulary transition from a shared service (MFSS) to our own standalone integrated system that combines Oracle Fusion, CGI Payroll and Crown Duty Management System. Phase 1 of the programme began in September 2021 and needed to be completed by the end of March this year; successful implementation has now been completed, on time, at quality and within budget, an extraordinary 8mth journey. This is a long lead-in to my recommendation, but I believe it important to give some context. Any programme of this scale requires a number of ingredients to make it successful, but most critically it needs a Programme Manager of the highest quality, someone who is driven to succeed and to ruthlessly apply governance and methodology.”
